ESU Announces Alberto Cardelle as Dean of College of Health Sciences

East Stroudsburg University of Pennsylvania (ESU) President Marcia G. Welsh, Ph.D. announced the appointment of Alberto Jose Frick Cardelle, Ph.D., as dean of the college of health sciences effective August 9, 2014. Cardelle has been serving in this capacity on an interim basis since July 2013, and has been a member of ESU’s campus community for 15 years. As a professor of health studies, Cardelle taught coursework, graduate and undergraduate, in international health science, health economics and finance, health policy and law, public health administration, health policy ethics and law and global public health. From 2006 to 2008, he served ESU as the interim vice provost and dean of the graduate school. Cardelle also served as the chair of the health studies department from May 2002 to January 2006 and again from January 2008 to 2013.

Since his appointment as interim dean, Cardelle’s accomplishments include: co-founder and director of the Center for the Institute of Public Health Research and Innovation, the development of the Pennsylvania Department of Health Evaluation Collaboration, and is co-primary investigator on a chronic disease grant from the Center for Disease Control (CDC). He has also led the development of a Bachelor of Science degree in nursing through an accelerated RN to BS in nursing program; speech-language pathology preparation program; doctoral partnerships with Temple University; an international health sciences affiliation with the Universidad Ibero-Americana in San Jose, Cost Rica; development of intra-professional courses in human anatomy and health and wellness and the expansion of the health coaches program, a partnership with Pocono Health System.

Cardelle earned his doctorate in international studies with a concentration in comparative health policy from the University of Miami in 1999, a master’s degree in public health/health services in 1989 from Boston University, and a Bachelor of Science in biology and Latin American studies from Tulane University in 1986. He also completed studies with the American Association of State Colleges and Universities (The Millennium Leadership Initiative), the American Council on Education (Department Chair Workshop) and the Pennsylvania State System of Higher Education (Department Chair Training). Cardelle is a member of the governing council for the American Public Health Association, a site reviewer for the Council for Education in Public Health and the Pennsylvania Department of Education Health Program Accreditation, and serves on the steering committee for the Pocono Health System Community Linkages Board. He serves or has served on the board of directors for the Keystone Athletic Soccer Club, the Monroe County Family Health Center, the Pennsylvania Health Department Health Literacy Council, the Monroe County United Way, the Pennsylvania Public Health Association, the Area Health Education Centers, Pocono Healthy Community Alliance and the Monroe County Children and Youth Services Advisory Board. From July 2006 to 2010, he served as commissioner for the Pennsylvania Governor’s Advisory Commission for Latino Affairs and from 2001 to 2009 served the Latino Public Health Caucus in numerous leadership roles.

Throughout his career at ESU, Cardelle authored and served as primary investigator for a number of grants aimed at health assessment and improvement locally and regionally. He has also authored and co-authored many articles and participated in panel discussions and presentations at conferences both internationally and nationally. Dr. Cardelle continues to play an active role in the continuous development and execution of ESU’s strategic planning process, now chairing the academic strategic plan steering committee.

In his role as dean of the college of health sciences, Cardelle will lead the department in the development of inter-organizational collaboration to harness the knowledge and skills of the area’s health services professionals and educational systems to create opportunities for student learning and job preparation, partnerships for faculty research and improvements to the quality of life in the Pocono region. He will also facilitate opportunities for partnerships between schools, community-based health care agencies, social service organizations, businesses and the ESU health sciences faculty and students, both graduate and undergraduate.

Cardelle lives in Stroudsburg with his wife, Rachel, and daughters Josephine and Catalina. The couple has another daughter, Marianela, who attends college in Boston.
