Miguel V. Barbosa Appointed ESU’s Chief of Staff

Marcia G. Welsh, Ph.D., president of East Stroudsburg University of Pennsylvania (ESU), announced the appointment of Miguel V. Barbosa as chief of staff effective immediately. Barbosa has held this position on an interim basis since April 2011. As chief of staff, Barbosa will work with Dr. Welsh on university initiatives involving various constituency groups such as the Council of Trustees, legislators, community groups, and governmental agencies. He will also manage the daily functions in the President’s Office, including budget management, and serve as a member of Welsh’s senior leadership team. In addition to serving on many university committees, Barbosa chairs the university’s committees on policy administration and commencement and serves on the board of directors for the Student Activities Association (SAA), an affiliated operation of ESU.
Barbosa earned his bachelor of arts degree in political science from Kean University in Union, N.J., and attended the Thomas M. Cooley School of Law in Lansing, Mich. He is currently enrolled in the master of business administration program at Shippensburg University. In 2010, Barbosa completed the Leadership Pocono program which is sponsored by the Greater Pocono Mountains Chamber of Commerce.
Barbosa has been a member of the ESU campus community since 2002. Prior to his assignment as chief of staff, he served as assistant director of admissions from 2002 to 2007, and as the director of workforce development from 2007 to 2011. Barbosa continues to serve on the East Stroudsburg Borough Planning Commission, a position he has held for the past 10 years. He represents ESU on the board of directors for the United Way of Monroe County (UWMC) and is a member of the organization’s annual campaign committee. In 2010 Barbosa co-chaired ESU’s State Employees Combined Appeal (SECA) Committee and was recognized by the UWMC for his efforts by receiving the organization’s Outstanding Employee Campaign Award for ESU that same year. Barbosa was previously employed as a career services manager for Team Pennsylvania Careerlink in Monroe County.
“Miguel is well-suited for this position. His wealth of experience relative to the economic development of Monroe County and his familiarity with key members of local community organizations are tremendous assets to our campus, especially as we move forward in the development of partnerships,” said Dr. Welsh. “Internally, Miguel has worked with a number of student groups and has been a member of committees that work with policy development, academic programs and issues relative to finance and legislation. ESU will be well-served by Miguel’s expertise.”
Barbosa lives in East Stroudsburg, Pa., with his wife, Ruth, and the couple’s two children, Maya and Luke.
