ESU Announces Interim Vice President for Administration and Finance

East Stroudsburg University Interim President Kenneth Long announced the appointment of Ginger Coleman, M.B.A., as Interim Vice President for Administration and Finance effective Monday, August 3, 2020. Ms. Coleman comes to ESU from the Office of the Chancellor of the Pennsylvania State System of Higher Education (PASSHE) where she currently serves as System Budget Director.
Coleman has been the Budget Director since 2015, overseeing the coordination and consolidation of a combined budget of $2.3 billion. From 2005 to 2015, she was the Manager of Budget Planning and Analysis for PASSHE. In these roles, Coleman has secured numerous accomplishments and responsibilities, including: assisting with the development of the current tuition policy for the 14 PASSHE universities; helping in the creation of the financial risk assessment and financial sustainability planning tools; collaborating in the establishment of an integrated budget planning process; maintaining the formula that allocates state appropriations to the State System universities; providing guidance and support to all PASSHE university financial managers; and preparing fiscal analysis and projections for all collective bargaining negotiations.
Prior to joining the PASSHE, Coleman was the Budget Manager for the City of Harrisburg, Pennsylvania from 2000 to 2005. In that role, she managed the city’s more than $100 million operating budget and had fiscal authority for various financial and administrative projects, including a highly-acclaimed budget document.
Coleman earned a Bachelor of Science degree in business administration, with a concentration in finance, from Shippensburg University of Pennsylvania and a Master of Business Administration, as well as a Certificate in Public Budgeting, from Pennsylvania State University Capital College in Middletown, PA.
At ESU, Coleman will report directly to Interim President Kenneth Long and will serve as ESU’s Chief Financial Officer. Core university operations reporting to her will include the business office, student account office, procurement and contracting, facilities management, information technology, campus police and parking, shipping and receiving, campus ID office, health and environmental safety, payroll, and human resources and equity.
Ms. Coleman currently resides in Harrisburg, Pa. with her husband Matthew, a retired military veteran who served in both the Marine Corps and Navy; and their dog, Apollo.
